Moen, Declan

Published:

Declan Moen was convicted in November 1991 of possession of explosive substances with intent and received a sentence of 15 years’ imprisonment.

During review, the CCRC obtained sensitive and confidential new material that was not available to the judge at the time of trial or to the court at appeal.

The CCRC considered that this material gave rise to grounds to refer the conviction and sentence in March 2022.

The Northern Ireland Court of Appeal quashed the conviction in September 2025.
