Hall, Phillipa

Phillipa Hall was convicted in April 1998 of importation of Class A drugs and received a sentence of 11 years’ imprisonment.

The CCRC received an application for review of Ms Hall’s sentence in June 2001.

During review, the CCRC received new information relating to Ms Hall’s health and familial circumstances.

This information indicated that Ms Hall was subject to considerable discomfort in prison with limitations of treatment, and that there were problems concerning the care of Mrs Hall’s children.

Having regard to previous case law and the approach of the Court of Appeal, the CCRC concluded there was a real possibility the Court of Appeal would exercise its discretion to reduce Ms Hall’s sentence.

The CCRC referred the sentence in February 2003.
