Mr HT was convicted in November 1999 of being knowingly concerned in the fraudulent evasion of the prohibition on the importation of Class B drugs. Mr HT received a sentence of 11 years’ imprisonment.
The CCRC received an application for review of Mr HT’s sentence in February 2002.
During review, the CCRC obtained confidential new information that raised a real possibility the Court of Appeal would reduce Mr HT’s sentence.
The CCRC referred the sentence in September 2003.
The Court of Appeal later reduced the sentence.
