Graham, Edward

Edward Graham was convicted in March 1994 of conspiracy to evade the prohibition on the importation of a Class B controlled drug. Mr Graham received a sentence of 12 years’ imprisonment and a confiscation order of £96,564.20 with two years’ imprisonment in default.

The CCRC received an application for review of Mr Graham’s sentence in January 1998.

Following review, the CCRC concluded that the sentence imposed for the offence exceeded the tariff indicated in the subsequent guideline case of R v Ronchetti (1998).

The CCRC referred the sentence on this basis in September 1998.

The Court of Appeal upheld the sentence in February 1999.
